My parents are giving my nonverbal sister psilocybin, who is unable to consent

BACKGROUND: My sister has autism and is low-functioning on the spectrum. She is functionally nonverbal. She is 22 and lives under the care of my mom and dad who also make her medical decisions. After she graduated high school, my parents haven’t put her in a program to socialize, give her a schedule or routine, take her out regularly to exercise, or set up any at-home services for her. She’s regressing and she’s very depressed. THE PROBLEM: My dad has been taking Schedule 35 psilocybin 200mg capsules for maybe a year now, and finally convinced my mom to put my sister on them too to “fix her depression” and “get her out of bed”. My sister can’t even answer yes or no questions properly, and can’t express how she feels physically or mentally. Obviously she cannot properly consent to this. Possessing mushrooms in Rhode Island is illegal, and obviously giving them to a vulnerable person would be too. Today is day 3 of my parents making her take it. Of course she won’t be able to tell them how she is feeling on it. What should I do? Contact police? APS?
